Why did MTV make the show "Laguna Beach" in Laguna Beach?

I think they liked the atmosphere of Laguna more. They wanted kids who are from wealthy families but still act relatable. Like how they just go to house parties or the beach. Beverly hills kids are more grown up and artificial in most peoples eyes. Plus there's already "90210" for people who wanna watch kids in Beverly Hills High.
