What grade or age do girls get more interstd in glamour?

Like interested in getting good makeup, designer handbags, heels. etc. Daughter is in 9th grade and doesn't wears a little eyeliner and mascara but doesn't seem intersted in getting good makeup and carrying a purse or real glamour things. She's in 9th grade....people keep telling me to wait 2 years or even one because thats when girls start caring more, is this true?
